Galvanized steel rail bolted to a sidewalk beside a red brick wall, with a bicycle leaning at the edge

Hitching rail approved under existing cycling policy

KNOXVILLE — The Western saloon taking over the former Mirage space below street level on Gay Street has been approved for a hitching rail on the sidewalk out front. City planner Roger Mulberry sent the request to the bicycle-parking office, since that office handles tying things up outside.

The approval carries one condition, the usual wheel-size requirement for bicycle racks. The owner found it on the permit form, which has a line for wheel diameter and a diagram of a bicycle locked by the frame, with a warning against locking only the front wheel.

“It had a box for the type of vehicle, and I put horse,” the owner said. “Then further down it wants the wheel diameter. I called about that, and the lady said to go by the tire. I said there isn’t a tire. She said I could send a picture.”

Mulberry said a picture would help, as long as the horse was standing next to an approved rack for scale.

The owner has asked a friend to hold a bicycle next to the horse while the picture is taken.
