A black-and-white photograph of a multi-story apartment building lying on a gray counter next to a red rubber stamp

Planning counter clerk recognizes stroller woman in developer’s “completed” photo

Posted on October 19, 2026 by Bjorn Knoxley

KNOXVILLE — Carol Ann Whaley, 59, who works the intake counter at the Knoxville-Knox County Planning office, took in a photograph Thursday as proof that a four-story apartment building is finished, and recognized the woman out front with the stroller.

The woman wears a yellow coat and has a canvas bag hanging off the stroller handle. She is also in the rendering for a medical office off Middlebrook Pike and in the one for a townhome development in Halls, both of which Whaley stamped this year.

The developer’s cover letter describes the photograph as “current site conditions.” Whaley pointed out that there was no dumpster in it and no pickup truck.

“There’s always a truck,” she said. “Somebody’s got it up on the curb with the tailgate down, I’ve never seen a building without one. I asked the young man who brought it in did he have another angle and he said that was the angle. Then I looked at her. That’s the bag. She’s been out with that baby since March in that same coat, and now it’s October, and I’d like somebody to bring that child in.”

The office has no form for a photograph that turns out to be a drawing. Whaley stamped it received and filed it under Progress, next to the rendering.
